El HaDegel is a new force in Israeli politics, founded by reservists and public servants who stepped forward after October 7 and said:
Hineni (“Here I am”) .

We stand apart as a movement driven solely by loyalty to the people and the state - not to to any political camp and not for personal gain. It offers a practical Zionist leadership alternative - one that rises above the ideological paralysis of “Right” and “Left.”

We are leading the fight for universal conscription and driving bold reforms in Israel’s governmental and social systems, in order to unite the Zionist majority around a mission greater than any ideology:

Securing a safe and thriving state for the Jewish people in the Land of Israel.

Meet the movement leaders

David Sherez

David Sherez

Major (Res.) in an elite IDF unit, high-tech entrepreneur and social activist

Born in 1984, David grew up in Tel Aviv. He served for 11 years in Sayeret Matkal - Israel’s elite special forces unit - as a soldier and commander.

After his military service, he earned a bachelor’s degree in Economics at the Hebrew University and founded the “Aniyata” Beit Midrash, which brought together Haredi students to study Torah and Economics.

David is active in real estate and high-tech entrepreneurship. He is one of the founders of Venn, a social real estate company, and active in other entrepreneurial ventures. Together with Matan Yafe, he co-founded the NGO Komzitz and the Haredi-Zionist organization Ahvat Torah. To this day, David continues his studies in Torah and Kabbalah in various frameworks.

On October 7th, David was called up for reserve duty in the Gaza Envelope and joined a newly formed reservists’ team of the unit, carrying out numerous missions. At the same time, he took part in establishing the “Tikun 2024” initiative, and together with his colleagues in the leadership founded the El HaDegel political movement.

David is active in the economic and political spheres, formulating economic action plans for the State of Israel together with leading experts and senior figures in the business sector. He leads the movement’s economic policy.

David is a father of two and lives in Ramat Hasharon.

Nahariya

Attorney and founder of a law firm, Nahariya City Council member, social entrepreneur in emergency response, resilience, and education.

A mother of two IDF soldiers, Lilach was born and raised in Nahariya, where she still lives (with short periods in Samaria and the Jordan Valley).

She is the owner of a law firm, a member of the Nahariya City Council, and serves on the “Emergency Economy” (Melach) Committee, as well as the Tenders and Education Committees.

Lilach is also a member of the General Assembly of the “Emunah” movement and chair of its Nahariya branch, a Community Centers Company Director, a member of the “Masorti Network” and of the “Arvut” movement, a founding member of the Innovation and Digitalization Forum at the Federation of Local Authorities (“MoniForce”), and a participant in the “Women Leaders in Israeli Society” program of the World Zionist Organization.

In the past, she worked as an educator and social coordinator, served on the National Parents’ Leadership, supported families through “Paamonim” organization, facilitated groups, and coordinated training and instruction at the “El Ami” Institute. She has long been active for youth at risk, and served as a youth group leader, training coordinator, and Nahal core coordinator in the “Bnei Akiva” and “Beitar” youth movements. She also served as a member of the party center and chair of the National Elections Committee of the Jewish Home party, and was among the founders of the religious core group in Nahariya and of the “Mishkeyot” settlement in the Jordan Valley.

On October 7th, she was called up to the municipal emergency headquarters in Nahariya, where she served for eighteen months. During that time, she led the establishment of the city’s resilience department, built the volunteer system, developed patient support and evacuation programs, and organized and managed the mobilization of the various municipal defense units (civil guard, police, and Home Front Command), in light of concerns about Radwan forces infiltrating the city. In addition, she toured neighboring cities to share the plans and strategies, many of which were later adopted by the Federation of Local Authorities, various government bodies, and the IDF Home Front Command.

Lilach is a key member of the leadership team of El HaDegel, driving the movement’s strategy, research, and policy vision.

Noa Segal

Former Deputy Director-General at the Ministry of Transport, social activist, IDF reserve captain and wife of a reservist.

Noa Segal is a public leader and social activist with over a decade of senior service in the Israeli public sector. 

She most recently served as Deputy Director General for Infrastructure at the Ministry of Transportation, where she managed multi-billion-shekel budgets, advanced thousands of transportation projects, and served on the board of the Port of Ashdod. Earlier, at the Ministry of Interior, she led the Department of Geographical Committees, promoting equitable resource distribution among local authorities.

A Captain (Res.) in the IDF, Noa began her service in the Air Force and later became a team commander at the IDF Officers’ Training School, where she established the first gender-based team for female officer cadets. She continues to serve in the Human Resources Corps, and since October 7th has completed over 100 reserve days alongside her husband, a reservist and Egoz commando veteran.

Beyond her public career, Noa has been deeply active in civil society. She has served on nonprofit boards, launched initiatives and mentored dozens of women, and partnered with organizations such as Shalva to advance social inclusion. She holds degrees in Public Policy, Israel Studies, and Economics, and is a graduate of multiple national leadership programs. 

Born in 1985, she lives in Jerusalem with her husband and their three children.

Yitzhaki Glick

Mazkeret Batya

Major (Res.) in the IDF Commando Brigade, lawyer and real estate entrepreneur in Judea and Samaria.

Born in 1985, Yitzhaki grew up in Karnei Shomron, a town in the Samaria region of the West Bank. He served in the Paratroopers Reconnaissance Unit (Sayeret Tsanchanim), where he completed Officers’ Training School with distinction. 

He fought in the 2nd Lebanon War, took part in hundreds of operations in Judea & Samaria and in Gaza. During his reserve service he served in the Commando Brigade’s medical unit, later commanding it. He also led an Israeli mission aiding Ukrainian refugees at the outbreak of the war with Russia, on behalf of the NGO LeMa’anam.

Yitzhaki graduated with distinction from Tel Aviv University in Law and Accounting. He interned in the High Court of Justice Division of the State Attorney’s Office, later serving as a full attorney, before moving into real estate entrepreneurship. He founded the NGO MahNishma to promote listening and dialogue, incorporating the Beit Midrash for Renewal. 

On October 7th, as commander of the Commando Brigade’s medical unit, he led lifesaving operations in Kfar Aza in cooperation with Unit 669 and United Hatzalah, continuing throughout the war.

Yitzhaki took part in founding the Tikun 2024 initiative and later co-founded the El HaDegel movement. Together with his colleagues in the movement’s leadership, he advances the cause of national service for all citizens. Yitzhaki is one of the drafters of the proposed Basic Law: Service El HaDegel and leads the movement’s approach on law and governance.

Yitzhaki is a father of five and lives in Mazkeret Batya.

Eli Meiri

Lieutenant Colonel (Res.) in the Armored Corps, educator, former Head of the Education Department at Tiberias Municipality.

Born in 1978, Eli grew up in Tiberias in a working-class family and contributed to the household income from the age of 11.

During his school years, Eli served as chairman of the Likud Youth in Tiberias and was a distinguished athlete. He enlisted in the Armored Corps, serving as a soldier and commander, and fought in Gaza, Judea & Samaria, and Lebanon. After his service, inspired by his personal story, Eli turned to education. He completed a bachelor’s degree in History and Middle Eastern Studies, and a master’s degree in Public Administration. As an educator, he managed the Branco Weiss School for at-risk youth in Tiberias.

Following the school’s success, he was asked to head the high school he had attended himself, where he led an innovative educational approach based on strict discipline, inspiration, and role models. As a result, the school’s matriculation eligibility rates and enlistment in combat units rose dramatically. For his work, he received the President’s Award for Education. After completing his role as principal, Eli went on to head the Education Department of the Tiberias municipality. He was later elected to serve as CEO of the Kinneret Regional Municipal Cluster, where he led significant municipal and regional reforms.

Eli advanced as a reserve officer and today serves as a deputy brigade commander in the Armored Corps. Alongside his reserve service, he co-founded the El HaDegel movement. Eli serves as the movement’s Field Director and shapes its education policy.

Eli is a father of four and lives in Moshav Arbel, located near the Sea of Galilee.

Matan Yaffe

Major (Res.) in the Armored Corps, social entrepreneur, founder of “Desert Stars” - a leadership organization for Bedouin society.

Matan was born in Jerusalem in 1984 and raised in Mevasseret Zion. He holds a Master’s degree in Public Administration from Harvard University and served in the Armored Corps, where he completed Officers’ Training School with distinction.

He is the founder of Desert Stars in the Negev, an organization that educates young Bedouins for leadership and entrepreneurship. The organization has become one of Israel’s largest and most successful social ventures, with programs for children, youth, and young adults in the Bedouin community. 

Matan also co-founded the NGO Komzitz to strengthen connections across Israeli society, and took part in revitalizing Ahvat Torah, an initiative led by Rabbi Dovid Leibel to establish Hesder Yeshivot in the Haredi community.

On October 7th, he was called up for reserve duty in the Commando Brigade. In parallel, he co-founded the Shoresh Fund with David Sherez and entrepreneur Chen Amit, raising millions of shekels to support war victims.

Following that, Matan helped establish Tikun 2024 and, together with its leaders, went on to found the El HaDegel movement. He is one of the drafters of the proposed Basic Law: Service (=El HaDegel and leads the movement’s policy on Security and Sovereignty.

Matan is the father of five sons - Nevo, Negev, Arbel, Tavor, and Sinai. He resides in Srigim, a community in the Jerusalem foothills
